@phairdonPicked up one today from a chest. First one since homestead patch.
They've said they are working on a fix and were expecting it to be ready for the latest patch but couldn't get it done in time.
I have no idea why it's so difficult but I know enough about computers to understand that just because something is a minor change or looks quick and easy doesn't mean it is. Knowing that maps appear in one type of treasure chests and not in the other is like knowing your car makes a rattling noise when you go over 30mph. It tells you what's wrong, but not what's causing it or how to fix it.

I do programming and network security, so I understand the point you are trying to make about computer stuff but...the same knowledge is what makes me question what is taking so long. I could be wrong, but I highly doubt that it is as complicated an issue as our imagination is making it out to be. Especially for a company with so many resources.

i have a sneaking suspicion that originally it was an oversight but now they are stalling because there will be so many people using their maps when it's fixed that it will flood the market. so they want to keep them rare for now. fix it later when paintings have become a "cool but no biggie" thing. like older motifs
