Steam Install Fail - Zenimax Self-Extractor Not Working

Have downloaded/installed the client 3 times now through Steam.
After Install I try to play and get a UAC windows to allow the Zenimax Self-Extractor. Hit Yes.
Extraction occurs, then nothing.
Have tried with Firewall and Virus protection both off. Still nothing.
Other steam games work.
Running freshly installed/updates Windows 10 - on I7 with 16gb ram and an Nvidia GTX 1070
ESO WAS running fine last week on this system prior to me re-installing windows.
Need admin help asap!
