How do I get certified if I rejected it before?

So I chose to get certification only for alchemy when was starting my char. Right now I want to get certification for provision, but I can't find Danel Telleno anywhere (and also that other girl for blacksmithing). Any ideas what I shall do?

✭✭✭✭✭Achy, provy, and enchanting starters are in the mages guild. Woodworking, clothier, blacksmith are in the fighters guild. Both are in your starter towns.1 -
Kneighbors✭✭✭✭✭My starter town for Ebonheart Pact is Bleakrock Isle, there's no Mage's guild there. I checked also in Auridon and couldn't find both of the NPC in Mages\Fighters guilds0

The quest should be under crafting or under miscellaneous.0 -

✭✭✭Can you go back to the writ board and see if you can pick up another "advertisement" about getting certified? Not a writ, but the original notice you needed to find the two npcs in the first place.0 -
Kneighbors✭✭✭✭✭No. I don't have that quest pending. When I was asked long long before I chose only Alchemy and Blacksmithing and somehow forfeit all other writs.
Right now when I come to the board I get only Alchemy or Blacksmithing writs. Although my provisioning is maxed out for example. (I maxed it out and then realised I can't even make daily writ because I don't have certificate)0 -
GilGalad✭✭✭✭✭That is weird. I guess you have to search the 2 NPCs. I always did the certification in Vukhel Guard. There you can find Danel Telleno on the right side of the center area on the bottom floor.
Millenith can be found just inside the fighters guild maybe 2 meters after the door at the right side. Maybe this link helps:
