I thought that was and always has been the game.
There is no reason to exclude furniture from being stored in the crafting bag

If they allowed furniture in the crafting bag, it would be a slippy slope. Why not glyphs? Potions and poisons? Crafted gear?
At that point the sub may as well be mandatory just to admit that inventory management without the sub sucks.
The reason the crafting bag works so well is because at the tech end it is a list of each crafting item and a number, from 0 to maxnum. It takes the same disk space for an empty bag as for a full bag.
Adding the furniture to the crafting bag would take the existing disk space dedicated to the crafting bag and multiply it by 10.
If it took 40 disks for the crafting bag now, then adding furniture would bump that to 400, because each individual bag would have entries for the thousands of decor items added to them - even though the quantity of each item would be zero.
It's magical fairy dust thinking that believes that things can just be added to the craft bag.

One tip is to designate a "warehouse" property to dump off your spare furniture. The free inn rooms have terrible item capacity, so spring for an apartment or, if you can afford it, a small house. Once you place an item in a house, it's no longer in your inventory, so that helps alleviate the problem of furniture taking up unwanted space.
Note that once you place furniture, you can't sell it. So if your intention is to sell the furniture you don't want, you're better off moving it to a mule.

If you are having an inventory issue, then ensure that you have your bank maxed out and also have the inventory space maxed out on your character before you complain about these things not going into the crafting bag.
Also, stop hoarding things. Make only what you need every day to do small upgrades and as other said, you can store some of it in the tiny free room that you get.
I don't have ESO+ right now, and while my bank is maxed, my characters inventories are not maxed out and I'm not having any issues with inventory space.
