You also had the stones who sent you to dwemer ruins.
Main problem in Morrowind was that the system was pretty complex and you often needed to switch transport multiple times.
It also had huge areas with no transport.

Silt striders [basically a teleport since you didn't "see" anything between strider stations]
Boats [basically a teleport since you didn't "see" anything between docks]
Mark/Recall spells, rings, and potions [teleport]
Divine Intervention scrolls [teleport]
Almsivi Intervention scrolls [teleport]
I admit I used console command to coc more in Morrowind/Tribunal/Bloodmoon than I should have, but it got annoying running between the same towns over and over and over and over......
