I apologise, I didn't realise when I commented that NA would be back up within minutes and EU would be another 5 hours- I was expecting them both to be down for hours more (alas I do not have psychic abilities).

As far as EU...obviously the servers in EU exploded and ZOS is contacting their insurance agents. That's the only possible explanation.
