"Convert to ____" option not present on certain items

This is an old bug that's been around since PC launch, but since ZOS is including a "Convert to Morag Tong" option with the Morrowind Collector's Edition, it needs to be addressed.
The "Convert to Imperial" option obtained from purchasing the Imperial Edition doesn't work on every item, and, since there's no disclaimer on the Imperial Edition saying that certain items can't be converted, I'm assuming it's a bug. Most dropped sets (ex. Viper, Burning Spellweave, Robes of the Lich) cannot be converted to Imperial style, however, certain dropped sets (Martial Knowledge, Black Rose) can be converted. Crafted items, including set items, can be converted. No monster sets (Valkyn Skoria, Pirate Skeleton, Grothdarr, etc.) can be converted. This affects every item in these sets, ex. it's not that I can convert a Viper greatsword to Imperial but not convert a Viper chestpiece, I can't convert either of the pieces.

I'm assuming the incoming "Convert to Morag Tong" feature will work the same way as the "Convert to Imperial" option, which is why I'm making this post.
@ZOS_GinaBruno @ZOS_JessicaFolsom , can we get a confirmation on whether or not this is intended, or if it's a bug that we can expect fixed by the time Morrowind releases? I'm very tempted to buy the Morrowind Collector's Edition for the "Convert to Morag Tong" option but all of the gear I run isn't convertible under the current system, so I won't be able to use the "Convert to Morag Tong" option.
