I think it is a toss up.
Remember, this is going to bring a ton of people back from both pve and pvp perspective. Plus, a lot of new people.
They may not want to increase cap because it will increase gap for those players. My guess would be the dlc after that.
But this does seem like the best opportunity to do so. But with pvp arena rewards it will be a fun grind :)

Has this been confirmed anywhere? Or is this just speculation? I did a quick search but I didn't see any dev comments on the matter yet. My sub renewal is coming up. Need to know if I should stick with it or not.

    Speculation. It's fun haha.

That said, probably don't believe a lot of what you hear over next few months unless it comes straight from the devs.

I'd like to think if there was a cap increase, ZOS would have mentioned it. They're so out of touch, they probably think it's a good thing and would want to use it as a selling point.

They will keep releasing info over time. I'm sure they are still trying to leave the door open for changes and not commit to it just yet.

This is the only thing that would make me quit the game.

Unless they make it possible to raise current gear to the new cap, or made all gear tradable, I'm out. No way am I spending hundreds of hours grinding all BiS gear again. I'm fine with having to grind new stuff occasionally (while my old gear is still viable), but forcing me to grind everything again from scratch would be a step too far.

If they want to go the gear treadmill route, they'll need to drastically reduce the amount of grind required for BiS gear (through a smart loot or token system). It currently takes 500-1000+ hours to grind a full set of BiS gear. It doesn't take that long in any other game (except maybe Korean MMO trash).

Upgrading your gear is the easy part.

The bigger problem is farming it. Imagine having to farm vMA weapons, monster shoulders, dungeon body sets, and trial weapons all over again. That's 500-1000+ hours right there. Do you want to do all that again?

IMO this expansion makes the perfect time increase gear cap, its an MMO and people want that sense of advancement.. Cap did not increase since IC DLC.. Thats over a year ago

Also why to increase cap with this expansion not later? There will be new gear coming along- new trial- and its not a smart idea to make it drop CP160 gear and 3 months later CP200 gear..

The only people who want that are casual players who don't min-max. Endgame players hate gear grind.

If it took 100 hours to grind a full set of BiS gear in this game, I wouldn't have any problems with a raise to the cap. But the current system requires hundreds, if not thousands of hours. That's hundreds of hours you need to spend grinding before you can be competitive in endgame PvE content and PvP.

Maybe a system where you can refine your gear via crafting to make them better.

That would be amazing, but it's a pipe dream. One Tamriel was a shift in how ZOS views gear, and clearly they want us to farm it.

You would have to be horrible at math and have no clue how the scaling system works to think that a gear cap increase is an advancement. It's a step backward with a grind to get back to where you were before because everything scales to cap in this game. That's the reason a gear cap increase doesn't work here.

I and so many others will leave if they do this, without a way to upgrade current existing gear. If they don't then RIP game, seriously.
Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.
