That is a fire bowl. You fill it with coals or some other long-burning fuel so that it lights the path at night.
In IC prison, they also sometimes cut off the privates of particularly mouthy prisoners, then burn them in front of everyone. But yes, after they wash the out fire bowl after the floor show, sometimes they use it to make pie.
