Character can't summon mount(PC, Gamepad Mode)

In gamepad mode on PC, my Templar can't mount. The summon button doesn't work. My other characters can mount just fine using the controller in gamepad mode, just not my templar.
He has a mount selected as active. I can mount when not in gamepad mode.
How can I fix this?
