Missing people for Litany of Blood?

I decided to do the Litany of Blood achievement today. After patrolling around Skywatch for one of them forever, I ask someone in a guild where they were. The reply I got was "some of them are missing." They gave the Stonefalls dude as an example, so I checked there and the target was not there. So are there really missing targets? How come some people have the Executioner Title then? ?_?

It takes a bit of persistence, some of them wander around quite a bit. The one in Grahtwood took me ages.

Nobody is missing, not that I am aware of. I got the achievement not long ago, following a guide from youtube (I can't remember which exactly).

Some characters are harder to find than others, but they all are there! Good luck!

There have been rumors of some of them having gone missing since the New Life Festival... but reports are mixed. It may be that someone killed them and they haven't respawned yet... I had the hardest time last week finding the Shornhelm target because someone kept killing her before I could figure out where she was.

They tend to wander around (but always on the same path). Just be patient.

My main done them all (in).

So its unlikely any are missing...

But it is true that some wander widely... (took me ages to find the stormhaven one, since I kept looking in the city when she was wandering the docks...) and of course, some may take a while to respawn if someone already took care of them...

This has been an issue since DB released. I remember spending half an hour waiting for the one in Evermore to respawn. (Turns out they were respawning elsewhere in town, and getting waxed before I saw them.)

I finished all in a couple hours today. The hardest one is probaly eldfyr in riften but you just stand at the fighters guild buiding door and wait lol.

I have finished it and no one is missing. Instant respwan as well, so just look around some more

A guildie and I were trying to finish this over the past two nights and neither of us can find the Rivenspire, Stonefalls, or Shadowfen targets but I'm assuming they've just wandered off somewhere - you just need to keep checking back and look all over town because some do tend to go quite far from their spawn points.

I just did this Sunday with a friend.

The Shadowfen one took forever to respawn. She is there, right near the bank, with a pitchforky rake. The Stonefalls one also took forever to come around. The riven spire one had quite the walkpath.

The one in Windhelm was also hard for me.

The spawns almost seem to be on a delay for some of them which made it immensely difficult even during off-hours. I don't suggest this for peak-time play hours.

I probably should've mentioned that I'm on PC/NA. I heard from other articles that it may be only on specific platforms, so I thought I should mention that

Runs

The problem with the guides, and there for many peoples perception of the achievement in general, is they only tend to show where the person making the guide found them.

The characters have HUGE walking paths and can go in/out of certain buildings as well. When they go in and out of a building they don't end up on the other side of the door either(unless this was fixed) which can add to the confusion. Their spawn points are not always the same. Adding to those factors, there are also other people looking to kill them.

There is a chance the spawn rates have been changed since I have done mine, but when I've personally watched one spawn a few feet in front of me a few seconds after killing.

I tried to search Skywatch again since I had a contract to go there, but still no Cimalire. I wish she'd just show up sometime within the next millenium.

I found her on that little 'T' that juts out from the manor estate place on the east side of the town - its the stairs bit. Not home so cant look at the map exactly.

I don't know about NPCs attached to this achievement but some quest NPCs have been AWOL, eg. Sholg on Betnikh.

Has anyone completed it recently on PC-NA? I've been hunting a few this week with no luck. The ones I've spent a while on include:

• Dinor Girano (Davon's Watch) -- Should be between the overlook near the stairs down to the bank area. Spent several hours lurking around there with no luck.
• Alix Edette (Wayrest) -- Should be somewhere in the docks area. I check everytime I'm in the zone throughout the day with no luck.
• Bulag (Shornhelm) -- Should be easily spotted with her knives and painted face near the guild traders or town square but no sign yet.

I've checked in zone but no one has reported seeing or killing these 3 so either they broken, someone is camping them and killing them as soon as they spawn, or they have very long respawn times. There's another 6 or NPCs I haven't found yet but I haven't spent as much time looking for them as these 3.

I'm still stuck with finding Dinor and Bulag (as well as Gideelar in Shadowfen), but I can confirm that I did get Alix a couple of days ago on PC NA. She wasn't on the actual dock when I found her, she was hanging around the little building directly north of it and was heading back towards the gate into town when I got her. I didn't see where she respawned unfortunately.

The one in Shadowfen wanders from the bank all the way up the path to where the turning for the wayshrine path is. She stops and does gardening all along that bank area, and can also go over to the hist tree.

Bulag in Shornhelm - most often found on the steps near the guild traders, but for some reason has been known to wander over half the city, from the fighters guild right round to the wayshrine.

If they never show up, logout and back in again. That worked for me on a couple that never seemed to turn up.

To the OP: They're all there, just gotta catch where they've wandered off to!

As others have said, some of them can go quite a distance.

I started this quest last week. Found all but four. They are not spawning. Dinor Girano, Davons Watch Stonefallsm Gideelar, Stormhold Shadowfen, Bulag, Shornhelm Rivenspire, Ebrayd, Sentinel Alikr. I have completed this several times on other toons but these are bugged right now.

Yes, these are Alix are the same ones I'm having problems finding. Will trying the logging in and out thing to see if I can get in a different instance where I can find them.

I'm also still stuck on those first three, but I got Ebrayd a couple of days ago. I can actually see him right now on PC NA hanging out behind the smithy on the large rocks.

Edit: Reorx got him, but he instantly respawned and seems to be working as he should. He wanders all around the forge, walks behind the forge and stands on the large rocks there, and sometimes ventures up towards the bank but doesn't seem to go past the bridge.

I can't really speak for the LIttany, but the contract quests are definitely bugged. I have been to 2-3 areas, smaller ones as well, and the contract never shows up. Mudtree Village in Shadowfen and Old Gate in Rivenspire, and the Blacksmith in Evermore spent hours at each one and never see them

This is where you spam the zone chat to get a full large group to hunt down the NPCs and then continuously murder them. Or use the large group to find the NPCs and create a map of all the possible paths that the NPC can take. Your choice.

Skywatch and Wayrest took a while. Had to check back daily for a bit. But they definitely showed up eventually.

The missing targets appear to have been fixed with this maintenance, I just found the last three I needed and completed the achievement (Rivenspire, Stonefalls, and Shadowfen targets).

Is there a way to spot the target without google?
It says you'll "know them by their eye" (or something like that) but I never see the hand like the DB contracts.
