Concussion doesn't apply from Lightning Staff attacks..

Hi, it seems to me that Lightning Staff attacks on single target cannot proc Concussion. this happens on PTS as well as on Live. Is this intended?
Curiously, when you have a group of mobs (or skeletons) the Tri-focus effect (Splash Damage for Lightning Staff) can proc Concussion. This feels very counter-intuitive.
