Regarding tel var, there were furniture merchants in IC in the faction sewer hq, but for some reason they didn't have anything for sale at the time. That was day 1 of the update being on the PTS though.
Also you can fish up furniture. I fished up a furniture that was a bass. It was a bass. I went to my Sleek Creek and put it in the water there and it looked like a fish was in the water. It would be possible to have a school of fish in there eventually, or to put it on a plate.
In the patch notes it says that the shadowy supplier from the dark brotherhood passive can give dark brotherhood furniture rarely. I only tried like 2 times but didn't get one.
Regarding blueprints, they're just like provisioning recipes. I found one in a dwemer urn that I had also previously found a provisioning recipe in. Also they're in dressers and backpacks.
There's a merchant in Hollow City in with the grocer that sells achievement furniture. I think I remember one was a dolmen pinion. I can't remember the achievement but it was probably dolmen related.
Master writ vouchers can buy furniture, like crafting stations for instance.
I'm assuming that furniture costs so much resources because it will give dedicated crafters a way to make gold through crafting. Right now crafting isn't really profitable, especially with tel var herb bags giving pvpers the ability to craft their own potions in large quantities now. Players with lots of gold from running dailies for motifs and selling loot, or tel var herb bag herbs, and who don't like crafting will buy furniture from full time crafters.
