Sure, its a problem with proccsets critting and hitting too hard, but thats not the main problem with these sets.
IMO the main problem is that they are a guaranteed way to burst more then you should be able to as one player. Now, if you take into account that more then one player is hitting the same target, it becomes all the more ridiculous. If you get killed by skills, sure it sucks, but you dont feel like the game is pissing on you, you do if you get procced to death. Two or three guys or more are gapclose spamming you while youre trying to get away from a larger group and you end up with deathcaps such as this...and tbh, it blows.

Nerfing proccsets to not able to crit is a step in the right direction, but its such a tiny little babystep that it will hardly be noticed in the bigger picture. They need to be toned down some other way for pvp, if it was up to me, proccsets would not work at all for pvp. They dumb down the pvp combat to the point where RNG takes precedence over playerskill...who the f wants that?

    Gonna copy and paste what I've said in a different post.

    I personally think the real solution to proc sets is to treat them like spectral bow and have certain actions be required or thresholds be reached before they go off. Things like every x amount of ult y happens or when you deal x physical damage in 5 seconds z happens. Even something like "When an immobilization or snare is applied to you, heal for 2000 Health and restore 1000 Stamina. This effect can occur once every 5 seconds" (seem familiar?). The point is to add consistency. Consistency supports dps over extended fights and punishes initial burst/random burst without punishing well-timed burst. Balancing sets that way, while admittedly much harder than simple crit removal, would be healthier for the game imo. Not every set has to have rng removed from it. The rng factor allows for more powerful item descriptions. I understand that. However, when looking at problem sets, if you're not going to outright change how they proc, you need to look at the base damage before the proc chance, and before removing crit, if your only concern is to reduce burst.

    Before Zos screws around with more ridiculous changes like this to cater the pvp kids they need to segregate how abilitys, buffs, debuffs ect work in both pvp and pve. Cause right now it's nothing but constant "nerf nerf nerf cause I keep getting outplayed in cyrodiil".

    Can't think of one time something was asked to be changed in benefit of pve..

    No proc set should be 100% or 50%. 10-15% is more reasonable along with reworking the cool downs

    I'd suggest the proc nerf be tied to battle spirit rather than implementing across the board. Not sure why you'd want to regulate the other half of the population over this. Need more libertarians in Tamriel

    Thats something thats been discussed in one of the guilds im in, and to be frank, that solution would be alot better then the currently planned one. No crit nerfs pve more then it nerfs pvp. If they could implement some kinda cooldown or dmg mitigation with battlespirit...bring it on.

    I don't think proc sets should be nerfed. Now when you combine viper with Vele or selene than it becomes a game of the new kid on the block can play this meta.

    Now change the proc chance of all dmg sets to 8% like skoria is and change viper to a 8% proc chance as well. You'll see a lot of ppl drop that set real quick. Cuz it's not a 100% proc ever 4 seconds. Not only does it become a win/win for everyone but than you'll be able to distinguish who will be able to adapt and who wont....

    Now wouldn't that have been easier than nerfing critical chance on all monster sets?

    The suggestion related to proc sets that I've heard while playing and that i really liked is this :

    Have all the proc sets share a cooldown , basically if you get hit by velidreth , you can't hit by viper.

    Also at the moment you can't call Viper a proc set since its "proc" rate is 100% , so i would suggest having its rate reduced and be brought in line with the other such sets, maybe reduce its rate to 8% with a cd of say... 2-3 seconds ?

    This way , you can keep the proc sets with their ability to crit intact and as a consequence of this , you will only get the use of 1 set only , since wearing 2 of them would net you you no benefit .

    Having a cooldown just promotes different builds but will not change the fact of rgn amor related dmg is killing you in pvp.

    People will run clever alchemist backbar + spriggan frontbar (penetration still increases proccdmg) + selenes. The end result won´t be much different from running viper instead of spriggan.
    The problem is high direct dmg found on gearpieces. That is partially attacked by removing crit but ultimately can only be fixed by making those sets deal damage over time - Imho.
