Sorry for being a noob crafter. But where exactly can i find this Rolis Hlaalu Master Writ guy, who sells stuff for the Writ Vouchers?

I believe it's the capital city of any faction. I found him in mornhold in the basement below the bankers.

I found you can't actually see him unless you have a writ in your inventory or are on a quest to hand one in.

The version I found was outside SE gate of mournhold.

I was given a writ by a template character.

EDIT: The elden root one is on the small island in the middle of the lake with the road going through it where you hand in writs. I suspect this is the case for the other cities too... it tells me to hand mine in there because I'm Aldmeri I suspect.

The DC one can be found in Wayrest, next to the cart by the standard writ turn-in area on the east side of town.

And the AD version of him is just along the road south of Elden Root, a little south of the house map marker there.
