Charged Vs Infused

Charged - Increases Your Chance to Apply Status Effects
Infused - Increases Weapon Enchantment Effect / Reduces Cool Down

If I have a charged weapon with "Raise damage for 5 secs" enchantment. Would Charged help raise its trigger chance?

Has anybody got the exact numbers behind both of these? (Charged Chance increase/Infused cooldown and boost)

    Specifically this-

    Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
    Weapon enchants 20%
    Standard ability 10%
    Area of effect abilities 5%
    Damage over time abilities 3%
    Area of effect damage over time abilities 1%

    And then charged adds another certain to that.

    Ok, so the infused lowers the cool down for the proc(Which triggers on first hit), and raises its effects. So what does charged do exactly?
    How long is that cool down normally and by how much does infused bring it down?

    Does "charged" only increase the chance of applying an elemental status - or other statuses as well, like disoriented ?
