if you believe that guild store prices somewhat reflect supply: the runeboxes sell at 7500 gold. the recipe sell at 50,000 gold.
Much worse on consoles. Atleast on PS4, the yellow recipe is selling for average 300k lol! Cheapest I've seen is 210k.
Admitedly I bought the 210k one. I have gold to throw around, and I wanted the recipe pretty badly since I don't have Master Angler yet - this will benefit me down the line when I decide to go for it.
If you're on PC this recipe is next to worthless since there are mods that do basically what it does lol... that may be the reason why it costs more on console - we actually have a use for it.
Go buy one in a guild store, the more expensive the better. Then you are almost guaranteed to have them start dropping.

Even now, in all of my guilds and all of the guild stores that I search in the cities, the Witches Festival gold recipe rarely breaks 1,000g, and you can often get it for 500-600g. The Hissmir will sometimes be as low as the mid-30s, but is usually in the 40-60k range or higher.
I've only been doing the festival on one character. It would bankrupt all eight of my characters just to buy one copy of the recipe, there's no point in even trying to complete it for any of my alts or my wife's characters like I did for the Witches Festival.
