You wouldn't want to be able to spawn a keg whenever you wanted for the rest of the game?
Obviously after event ended it would have no xp buff, but being able to summon a party keg seems like a good deal.
Having the keg at a stationary location makes me travel Tamriel more, which I like. I prefer this option more so than summoning a memento or just having the buff by default all the time which is just lazy design.

Are there kegs in more locations than next to Breda? If it wasn't made a memento, having little party stalls with the xp keg scattered all over Tamriel would be cool. Could then get an achievement for visiting all the kegs.

But yes, I agree. Also, is it just me or does the witchmother's brew from the whistle memento not give you the cool skeleton costume anymore?
Convenience doesn't always equal laziness. There are no benefits from making us port to the keg every two hours other than creating a chokepoint at the festival tent, which can be useful for devs as lag testing grounds. But for the players? No benefit whatsoever. You don't actually "travel Tamriel more", you port to the same location every time, run 20 steps and port back. It's not a fun or enlightening activity.If the xp buff was a memento then I would prefer it was up all the time. Summoning a memento to drink doesn't add anything exciting to me.
