I am concerned with what im hearing in the community. I know of players getting relentlessly harassed in this game and even when reports are made not much seems to get done. People leave guilds to try and start over but that doesnt solve the problem. Now I hear ESO wont even allow a name change to get away from these toxic players.
Whenever I get dropped into a dungeon group with the occasional jerk that complains about other group members I try and turn the tables on them. My favorite strategy is to pretend in group chat that I'm friends with the jerk and that we are both members of a Khajiit ERP group. I reminisce about how much fun we had at our last meetup, how cute they looked in that pink and purple dress, how heated things got when that unsuspecting nord walked in on us, etc. When they deny it I just say "Oh don't be shy, I'm sure these guys are cool!"
By that point the troll usually runs away and I have a good laugh with the remaining members of the group.
Another strategy that I like (that I stole from @Daraugh ) is to be as sickeningly-sweet and polite to the jerk as possible. Trolls hate it when you don't react like they expect you to.
EDIT: Forgot one of my favorites! In Cyrodiil I respond to hate tells by trying to quote loading screen / death recap tips.

Jeez, that makes me look bad. I just want to say for the record that pretending to be in a khajiit ERP group with /e chat is what I do to friends, not strangers I don't like. Here's looking at you, @FourStringGroove

Having played other MMO's, I would say that ESO is one of the least toxic communities I've ever played in. Try playing some other MMO's if you want to see what real harassment looks like. Hell, try out a game like Eve Online sometime, where harassment is not only the norm, it's actively encouraged.
There are basically groups of people in this game that buy multiple accounts just to Troll and Harass. That is the game to them.
ZoS should start offering consequences, they really don't seem to be set up to even investigate Harassment of any kind and that is going to bite them in the ass the first time the media gets a hold of a perceived hate or Cyber-bullying action that they can sensationalize.
Blizzard, Arenanet,Turbine, Cryptic all have methods to keep this in check, and ZoS should as well.

Ignore list has a limit of people you can put into. I use this addon to deal with that.
