Is that aggregated 45% though? Get Taskman.exe to show you logical cores, to get the real picture, or log some more detailed tests in Perfmon.
I am monitoring ingame all cores using the rivaturner now, as soon as we have a big battle im gonna take screenshots and post it here

So...the funny thing is all data overlaid by rivaturner doesnt appear in my screenshots lol
But even in those HEAVY situations they are ALL still at 40-60%, the only time i see my cores at 90-100% is at loading screens, when changing maps or porting from one keep to the other.

So this would be the situation that was described earlier in the thread. Where the program is actually waiting on data packets from the server and pausing rendering until it gets everything it needs.

    Sucks.

well where were you, how many people around, what were they doing? a lot of things effect lag. and there is no magic fix for all lag.
1- The screenshots show the locations,
    2 - 30-100
3 - You can see part of what they are doing in those screenshots too, the people who are not in those screenshots are out of my vision range, so i cant say what they are doing.

I'm fairly ignorant when it comes to computers, so all I can do is add my experience and hope that more data helps you understand the problem.

Old system (5yrs)................New System (1week old)
    i7 2600K 3.4Ghz.................i7 6800K 3.4Ghz
    ASUS z68 pro......................ASUS X99-A
    560 Ti.................................EVGA 1080
    8 GB RAM...........................32 GB RAM
    ASUS 1920x1080 monitor....ASUS 2K G-SYNC (60/120/144 hz)

Both system seem to settle in around 60 fps average (including the new monitor with high refresh rates). Where I do notice a difference with the new rig is low pop areas especially dungeons (100+ fps). Only improvement other than that is crowded/high pop. areas and Cyrodiil, where my frame rate holds at 40 fps and doesn't dive under 10 fps like the old system did. Keep in mind, setting are on Ultra high with the new rig and medium with the old.
During monitoring the cpu, gpu, ram, it seemed the gpu was the bottle neck as it was nearly maxed out with usage all the time, whereas the new one hasn't gone above 50% that I've noticed.
    Hope this helps some.

I do not agree with the people saying a CPU upgrade wouldn't help. I can see a night-and-day difference between my system with an i3 4370 (slightly faster than your own CPU per-core) and my system with a 6800k. There are indeed issues with the netcode and the game is just poorly optimized. You can't get around bad FPS in Cyrodiil, but your FPS is bad enough to point to a client-side issue.

You likely have background applications eating up CPU and not enough is left for ESO. A clean install of Windows could even alleviate this problem, but if you have the budget, an upgrade wouldn't be a terrible idea. That said, I'd wait to see what happens with the Zen CPUs coming in Q1 2017. If they live up to the hype, they could be a great budget option or they could even drive down the cost of Intel CPUs.

I think the biggest difference between my two systems is that the 6800k has a lot more horsepower to work on background applications while ESO is handled on its own. There are also the generational IPC improvements and the fact that the 6800k is overclocked, meaning ESO has stronger cores to work with.I think your system is likely suffering such huge FPS dips because the CPU isn't able to keep up with everything going on in the background while keeping ESO running well. I could even tell a difference when I moved from a 4.6 GHz 4770k (4 cores, 8 threads) to the 4.2 GHz 6800k (6 cores, 12 threads).

I think you'd see a clear benefit from a modern CPU or an overclock, but don't expect a miracle. You'll still dip down into the 20s and 30s in large enough battles because that's just what ESO does.

Ok. I'm having almost the exact same issues OP is having with my fps. Here are my specs

    I7 5820k 3.3ghz not OC.
    64bit 6core.
    16gb ddr4 rip jaws.
    Liquid cooling
1tb HDD & 500 gb SSD that eso is on
    GTX 1060. Upgraded from 970.
850 psu can't remember the name right off hand. Upgraded it from a 600psu.
    MSI x99s SLI plus motherboard.

    And Windows 10 LOL.

Can you download and install MSI Afterburner? Have it running and then run the game and see how much GPU usage afterburner says is being used. I know diagnosing the problem can seem tedious but steps like this can help determine where the problem is.

    It's your video card/RAM/connection/whatever.

I had FPS issues on full graphics cuz, well, my machine sux. Lowered the graphics I really dont notice a difference on and FPS went from 12 to 48. Which is the best Im gonna get with an old MoBo that doesnt even have PCI3. My Graphics card is awesome, but the mobo wont allow the full potential of the card because it's old like me.

    It's on your end.

I'm sure you all THINK you know what the issue is that is causing lag. But I can assure you video cards do matter. My video card in my PC had to get the fan fixed so I sent it in for repairs. No problem, I had a newish Macbook pro I can use til my video card gets fixed.

Never again, will i use my macbook pro to play ESO. The experience was horrifying. If I could explain it in 3 words it would be lag, lag, lag.

I did a comparison between my pc and mac, and the only thing that was really noticeable was the video card and operating system.

My fps is mostly fine, but I've noticed some weird things happening. For example: My brother and I were playing Imperial City Prison yesterday, and on the final boss, every time my brother got pulled up into the air his fps plummeted to a staggering 1. We both have more than good enough CPU's (different versions of i7) and good graphics cards that run this game smoothly at 60+ fps most of the time. The weird thing is though, I had zero problems with fps on that fight, whereas when he got pulled up his fps went to 1. What could be the cause of that?

Upgrading CPU was a major Cyrodiil improvement for me. Never go under 20-30 FPS even in a full cluster* primetime last emp keep battle.

I have been using afterburner for a long time, the problem is when i do overlay afterburner's info ingame using rivaturner it doesnt appear in my screenshots, but im gonna pay attention to gpu usage today if i find some big ass battles.

Which cpu are you using now mate? Take a screenshot of your ingame settings for me if you can, maybe i can still tweak something.

Yes, it would be interesting to see CPU/core load vs GPU load at the times you get FPS drops.

Even if the client is waiting for data from the server, it ought to still be rendering, albeit rendering the same scene at x FPS. That said, given the seemingly amateur nature of the technical teams on this game, I would not be hugely surprised if rendering also stopped while awaiting server-client data.

But, if you have a scenario where both GPU and CPU usage are low, and yet you also have bad FPS, it certainly would start to point the finger at ESO, barring internal bottlenecks such as RAM, hard drive, NIC or interrupt issues, which are rarer but not impossible causes.

I can't use afterburner. Some odd reason it causes my pc to crash but I use evga precision x16. Does that help?
