I have been hearing this a lot since One Tamriel dropped. So, if these jewelry sets are no longer BIS what has replaced them?

BIS jewelry now is whatever helps you complete your 2nd 5-piece set for your build.

If you ran DW on both bars, couldn't you have 2 5 piece sets and a Monster set?

Of course... even less reason to use Willpower or Agility.

If you want an optimal setup, you'll use maelstrom weapons. But yes, if you don't have them, 5+5+monster set is perfect.

And to stay on topic, sets like vicious serpent or alkosh have been better than agility for most situations in pve ever since they were added to the game.

Because these days stacking stats is not as good as stacking the perks from 5 pieces bonuses.
And well, in PvE jewelry with Minor Slayer is BiS for a while now.

These sets as 3 piece sets outperform Willpower and Agility respectively, for PvE. It's been like this since before 1tam though.

Yes, but my question is what exactly changed that swung the pendulum away from stats and towards set bonuses (aka procs)? Something in the mechanics/math of ESO had to of changed.

I find 3 Willpower jewelry are better than 3 Infallible Aether jewelry. I tested it in dungeon. The Willpower DPS number is higher than IA.

I don't know why so many DPS build recommend ppl to use 3 Infallible Aether jewelry. Maybe, in trial group, with some buff, the IA will perform better than willpower, but I am sure it is absolutely not a big increase.

I think it's just that so many sets didn't include jewelry before? And very few that did were good sets.

The only thing that changed was they added the sets.

    Viper
    Tremorscale
    Widowmaker
    Velidreth
    etc.

These are all relatively new sets. Red Mountain and similar proc sets are making a resurgence after it was scaled to CP160 in 1T with all the other sets.

It has happened because the content is so old and most everyone has them now.

    Also:
In PvP, people run their proc sets since they're generally better (not always).

In PvE, either people already have them or are using Minor Slayer 3/5-piece bonuses.

Only in specialized builds would you consider using 3x Willpower and 3x Infallible Aether

Indeed no longer desirable... at least since we can use 2 full sets of 5 pcs. and 2 pcs. monster set, like powerful Viper+RedMountain+Selene for example for stamina templar with dual wield. Willpower and Agility are rather collectible items. At least I don't see any advantage from 3 pcs. jewellery set.

I'm not capable of farming entire Trials just so I can get a single random piece from the last boss, which means I'm stuck with Willpower and Agility.

Maybe someone touched on this and I missed it, but we typically draw the line between Willpower/Agility and VO/IA based on content and circumstance.

For example, pvp tends to favor Willpower/Agility in the vast majority of builds, seeing how Minor Slayer does nothing against players. That's not to say there are no pvp builds that run IA/VO, just that these sets tend to underperform Willpower/Agility in a typical setup.

On the other hand, Minor Slayer tends to outperform Willpower/Agility in most pve builds. Minor Slayer itself translates into higher damage potential than the SD/WD and mag/stam on the former.

It's important to consider that there are always many different moving parts to a build, and in some builds we can make a case for either, even if it is less commonly practiced. We should also consider that sometimes using none of these sets is the best option, also contingent upon build. We should take everything on a case-by-case basis, run the numbers, and put it into a practical test to decide for ourselves if it's best for our setup or not.

The differences are largely theoretically from what I hear; having one or another is not likely to be the difference between wining and losing a fight. It's still a very good set, and don't go discarding them yet, as it's been suggested changes are coming to the numerous proccing sets that are clearly out of hand at the moment in-game. Such might make the jewellery/items more favourable again.
If you can be anything, be kind.
