If you want to protect yourself... just turn off zone chat and whispers. If you cannot afford to turn off zone chat because you need information from there, simply put EVERYONE of the type you describe on ignore.
As to the general atmosphere in PvP, there isn't much anyone can do unless ZOS steps up, which is unlikely to happen.
What anyone can do is SPEAK UP in guilds and with friends, if anyone goes too far, just tell them they're behaving like [self-censored]. It might not change individuals, but it might help preserving some sort of culture of remaining polite. Maybe.
I can see why someone would turn off zone chat, especially if running with a guild. Actually, no. But if you come to the forums and say that hate whispers are fun, then yes. Because it promotes the idea that hating, insulting, name calling and anything the like, is an acceptable, if not flatout cool practice. It contributes to the general aggravation of the playing environment in PvP.Like, if I get hate whispers and lol on them that is bad?

That's called flaming. Naming and shaming would be if you publicly disclosed the name of someone who broke the law/rules to single them out for criticism.
