Skoria is utter crap in comparison. On st if you are lucky you can get 1.8-2k dps while grothdar does double that ez. Even worse on trash where grothdar can get 10k+. All those numbers are taken from my raiding grp with good buffs hut it doesn't change the ratio of the 2 sets. See skoria crit often over 25k in 4 man content with self buffs only.

As I already said it doesnt matter if you are in a raidgroup or not. Sure the overall damage changes but not the ratio between the 2 sets. For pvp both are good, for pve grothdarr outclasses skoria ez.

i would go for
Innate Axiom
cause spel damage same but its always and no 12 sec cooldown and i use class skills only for attack and i can make them divines
And second set
Silks of the Sun same it has 400 always on
this (When you deal damage with a Flame Damage ability, you apply the burning status effect to the enemy and increase your Spell Damage by 490 for 8 seconds. This effect can occur once every 12 seconds) makes Burning Spellweave ridiculous in my opinion, u have increased spell damage for 8sec and cooldown of this effect is 12sec when other 2sets are 400 always
