I think the way to bring players back to IC pvp would be to bring in Gold Temps (temps, wax, rosin) to the Tel Var vendors. Make them expensive but not crazy. My reasoning - farming temps is time consuming and boring. Pvp is fun and gives you the incentive to finish maxing your character by collecting tel vars and using them for temps. And if your a casual player (loyal but lacking time) you would rarely spend your time farming for temps or have the gold to buy them.
The price for them (temps, wax, rosin) are through the roof high. Adding more temps will hopefully bring the price back down to a reasonable amount, but it will at least give you another avenue to finish your characters. (And see your gears max potential, before new gear comes out basically every 3 months with new dlc)

IC died the moment when the imperial physique set was introduced. It´s now a mandatory set for pvping and farming in IC and you can´t become competetive without it.
PvP players not owning mandatory gear won´t go there and most pvp players i know won´t bother to get the set because it has no use outside of IC.
To fix this they´d have to rework the telvar system to give you say 700 of each stat depending on your tel var modifier. The imperial physique set could than increase this effect by 50 to 100% still giving a good statboost but no longer being 100% mandatory to be competetive in IC.
