What the hell is wrong with loot system?

Hey ZOS!
Does malestorm destro staff exists? Why for 3 month of farming it and from weekly reward with 2 characters i recive only useless garbage?
For Example i recived 4 sharpened bows, 4 sharpened mauls + a lot of garbage trait melee weapon from weekly, a tonn of daggers and swords from chest and just ONE destro staff with useless decisive trait from last boss chest.
Yesterday i recived resto staffs, and today i recived 2 restor staffs and still no DESTRO!
Can u there finally do something with this stupid loot system?

The chance of you not getting a sharpened fire staff is 36.6%. So you are just a bit unlucky. On average people will get at least one by their 63rd run. But that's an average.
