Game crashes with report after hitting Play

OS: Windows 7 SP1 x32
Graphics card: Geforce 750 Ti with up to date drivers

I've:
opened port 24501 (from what I've seen in the crash report)
set launcher and eso executable (specific to my os architecture, in this case, eso.exe) to run as administrator
Uninstalled the game, deleted the Zenimax folder and did a fresh reinstall

There are no addons

Forgot to add (can't see how to edit post): I've confimed that directX11 is installed.

Could I please get some advice? I can't play the game anymore. I love the Elder Scroll Series and this is just extremely frustrating.

Please follow what I outlined in my thread. It;s a long list of things you can do. Please remember to update windows and all drivers before you even start. power cycle your router/modem and PC. disconnect the coax from your modem when you do it.

Thanks for replying. Set everything up according to your thread, still no go. Oh well. I'm not wasting my valuable time and money on this game anymore.
