I've once had it proc about 8 times in a row from just using Crushing Shock > Frag > Crushing Shock > Frag etc

You can proc it with any other spell, so you don't need to use a destro staff. Proc it with Encase, proc it with Lightning Flood, proc it with Hardened Ward, proc it with Power Surge, proc it with Boundless Storm, proc it with whatever spell you want... Yea, well, Javelin is actually pretty weak. It is basically a PvP skill only and no respectable templar would use other than PvP and maybe early leveling up. It is only good for it's knockdown where frags is pretty solid.
Also, wrath is an execute. It should never be used until target is at 20%.
