Like it always was, FoolishHuman, Bethesda has pretty much always delivered broken games, which the modding community had to fix. With Fallout 4 they released the first game, which had not that many bugs and ran pretty stable from the very start, given a good enough computer, that is. This new version is mainly done for the console community to make use of the many mods, which the community will create or port to those platforms - that is why it isn't free but regular priced for consoles. And of course they expect the modding community to do the work - and eventually monetize on their work as well, this is not off the table yet, they still can go down that route. And that is possibly why they want those mods on Bethesda.net and not in the steam workshop.
