I think you define them going from the opposite way - through mitigation.
Melee direct dmg skill is the skill that's only mitigated by the armor (and respective CP). Still then it doesn't explain why jabs trigger the set.

AOEs proc direct hit sets. Sap on my saptank procs Grothdarr. But it isn't a dot.
Casting refreshing path procs it to but no subsequent ticks do. It's a dot and aoe.
