I believe it was Gina Bruno who posted it. However they haven't lied due to technicality and semantics.

The post said there would never be locked rng boxes in the game.

And there won't be. At least not at this point. All the boxes can be opened without having to buy a key. You just need to buy the box.

We don't have any plans to add locked RNG boxes.
