Anyway, the problem is not difficulty per se, the problem is inconsistency, as I wrote in a discussion here not long ago.
Some world bosses are easy to solo for most end game players, some are extremely hard, the golden saint being one of them, the necromancer trio in High Rock being another. Which is laughable, considering that they all fall in the category of "world bosses" and drop the same loot. But for some unfathomable reason, some of them are very easy while some are very hard. Inconsistency.
It's the same issue in Craglorn, some of the dialies meant for groups are easy to do solo, some in a group delve, like the Seeker's Archive, is indeed very soloable, while others, like the lich in the Skyreach catacombs, or the arena bosses in the Warrior School daily are pretty much unbeatable for your average endgame player. Same type of quests, same rewards, yet inconsistent.
IMO they also need to buff the dolmens and especially public dungeon bosses. Those are still faceroll easy and that actually hurts the game. When one can kill the latter in a few seconds a lot of players in that dungeon are deprived of potential loot and achievements from killing those bosses. I cleared one of the dolmens in Stonefalls (the one behind the mountain) right after the patch went live, when people had not read the "natch potes" to find out about the new sets, or maybe hadn't downloaded the patch. I went solo, without food buffs and still was easy. The "elite" mobs and the bosses were about the same difficulty as the trash mobs in IC. A few days after that I did the group event in the Obsidian Scar public dungeon in Rivenspire, also solo without any food buffs, killed the boss and adds in ~20s without breaking a sweat. Simply because I wanted to get the artifact required for the mages guild daily.

You know what? I still find two-bar bosses challenging on some of my characters. Most of them are soloable, but there are a few I can't take down (one of the tigers in the Grahtwood Public Dungeon and The Bloody Judge in Sanguine's Demense come to mind).
Admittedly, I'm playing the character that can't beat these in CP80 blue gear, but I'm in the process of getting more skillpoints via shards and quests to give this character more passives and abilities. I'm still leveling my guild skills so I can use guild Ultimates. I'm also testing different abilities and rotations to see what feels natural to me. I'm still figuring out if I want this character to be Stam or Mag, and I don't know how to allocate my CP until I figure that out. On top of that, I'm gathering mats to make my CP160 sets for this character (and no, I'm not going to make temporary CP140 gear for CP491 character).
In other words, I'm still "leveling" and learning on this character, and I'm doing the content that is aimed at those who are leveling and learning. You're not leveling and learning, but you're doing the content aimed at those who are and insisting that it be aimed at you. It's not aimed at you. It's not supposed to be hard for you. It's supposed to be hard for noobs. Harder than single-bar bosses, so they have something to test themselves on, but not something you would test yourself on. If content aimed at new players was challenging to you, it would be a giant middle finger to new players.
I know the great flattening of One Tamriel promises to make the whole game Endgame, but that's a bad promise. There's a huge difference between my main and my alts for me, and there's a huge difference between you and a new player. Scaling can't take your experience and muscle memory away.
I can solo The Bloody Judge without much effort on my main, but she wipes the floor with my alt. One day, I'm going to go in there and solo that boss on my alt, and that day is going to be a moment of great joy for me. Don't take that joy away from me just because you selfishly want everything aimed at you.

I don't see how scaling is ruining the game for people. The content is incredibly easy nowadays. The video above is of me solo'ing a world boss with my MagDK (without his Maelstrom Inferno as it's on my MagNB), and with all my characters I've been solo'ing all types of content (except trials). Nothing was really done in regards to difficulty, or monster damage output it feels like. The only difference is that things have more health, and maybe more resistances. That's it.
