He didn't talk about the starting areas. For what I read this happened in the tutorial prison.
Also Vet players are currently farming set that only drop in certain areas. That's my be one reason why you see many max level players in starter areas. One Tamriel scaled those zones, so players might do some old quests, which used to be grey.

Now I want to level up a toon in the wailing prison. I would use training armor that I already crafted and stored in banker.

People do things like this.
In Guild Wars 1 you could leave the tutorial area at level 2, and at level 10 you stopped getting experience from the enemies there. Some people figured out that if you let the enemies kill you over and over they would level up, and then you could kill them for XP (and all the maps were instanced so this was possible). They did this over and over and over until they got to level 20, which was the maximum.
Eventually the developers gave them an achievement for it. Then it became popular enough that they added a less unreasonable way to do it.
Kinda reminds me of this guy in WoW who made a Pandaren character (The only race that doesn't start off in a faction). He levelled it all the way to 100 and hasn't left the starting area. Every expansion he grinds up to the next level cap.
