Low level players have less skill points and passives which (when higher level) would augment attacks and recovery. Just because a lower level player has a larger stat pool or recovery does not make them more effective than a higher level player with smaller pools or recovery. They do not have better stats. Some stats may appear better but if you were to take into consideration all stats including those provided by champion points, the 531 wins hands down. You are only considering a small portion of the stats which provide character strength.
Giving them larger base pools is necessary for the one Tamriel scaling and without it, they would not be viable..

This is wrong... the CPs work at level 3. How can you tell easy as soon as you add the CPs to passives they are applied, everything from Crit damage % and harvest times.3 -

Sounds more like many people in this thread are waiting to have their brains handed to them. The OP clearly said they are on the same character for both images. It has nothing at all to do with low level/high level differences.0 -
