PvP mains already need to do a fair amount of PvE (a lot of PvE) to gear up for PvP. The PvP sets already available, outside of Black Rose, are terrible, but that's a whole other discussion.
I don't see the harm in getting PvP players more involved. They could have even decorated up keeps. PvP players are used to being treated like second-class citizens at this point though...

My whole point is that this doesn't (or didn't) need to be a PvE-exclusive event. They very easily could have included Cyrodil in the event.

Why do you need a "PVP Event".... The game now has dueling which can be done anywhere at anytime with anyone who accepts. You can also log into Cyrodil and PVP anytime you want.
I do both PVE and PVP and at times enjoy each one over the other depending on mood.
All you have to do is a few things in PVE to get the skulls. They are easy to get. If you don't want to farm the recipes/motifs then buy them. Tons of people are selling them. I had learned the Hallowjack Motif 10 minutes after logging on before even using the Crow Caller. There's so many people spamming them you can get the whole book for 50k or less.
I doubt there will EVER be a PVP holiday event since it can be done all day, every day.

I understand that anyone CAN go to overland Tamriel and farm the skulls. It's incredibly easy to do. It would just be nice if ZOS at least attempted to try to bring some of the seasonal to Cyrodil. That's all.

I've already spent a lot of time farming dolmens, world bosses, dungeons, etc. for skulls and have had a blast. This is just a request to extend the event for more people to be able to participate without drastically changing how they play the game normally.
Imagine the rage if there was a Cyrodil-only event, with motifs, achievements, and a title. And you HAD to come to Cyrodil to get everything done.
TBH there is this kind of event going on. The rage on these forums would be unfathomable if there was a holiday event in Cyrodiil only. Its ok for pvp players to stop what they normally do to participate in the Witches festival but Divines forbid if pve players had to come to Cryodiil and pvp for one.
There should have been ways to participate and still do what you enjoy doing.

If you want a reference to the pve - pvp relationship... pve is the pocket and pvp is the coin.
pvp is under the umbrella of pve. Elder scrolls has ALWAYS been about pve and RP and thats what most of the player base works on.
