How much time are we given to read books?

When I play I am so use to not reading books anymore because I always think depending where I am, I can be attacked since time doesn't stop. So I am starting a new game and was thinking may be I should be spending more time reading books. Thing is when you know you can be attacked at any moment how can you read a book if you are going to be attacked then? Do we actually have time to read the book, do you get a "can't be attacked" or something when reading a book, or you looks out reading the fluff because you can be attacked and killed while reading a book?

Just like to know if I should try this or just keep playing like I did before. Also can we reread "Lore" books we have discovered? I thought we could but I can't figure out how if we can.
Not my quote but I love this saying

"I would pay It for support. But since they choosed we are just numbers and not customers, i dont mind if game and zos goes to oblivion"

It would be nice to have a "library" in collections where you could re-read books!

Finish the mages guild quests and you can reread any books you find

If you find a lore book you can go into the menus (I cant seem to recall where or which one at the moment) and read them whenever you like. All lore books are part of a series and the majority of them contain anywhere from 3-20 books in a series. I think if you go to the journal menu there should be a lore book section. It's in there somewhere.

Good luck and happy reading. Hope this helps.

I sympathise with you about not having time to read books, notes, letters, or other written material. In previous games I enjoyed taking my time to stop and read them, or take them and read them later on, but it seems some locations - usually the ones with row upon row of shelves - spawn mobs close by. I know that some sites publish the text that you can refer to at a later date (the Imperial Library is a great site for that), but to be honest I much preferred reading them in-game. It's a huge disappointment if you ask me.

I sometimes hide to read them
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

You're missing out. One of the best things about Elder Scrolls games has always been the rich, interesting lore, and most of that comes in the form of in-game books.

I'll have you know that great care was taken to ensure only the appropriate amount of dust was applied and in the most artful way! You have no idea the trouble we had with the fire marshal when we had to burn some pages for the proper effect.

You don't, but its a big part of the immersion into the Elder Scrolls World. For many of us, the experience of playing a game like TES is as much the enjoyment of a novel of a film or a tv series. In that sense the immersiveness of the world is important. If all you want to do is shoot guns or hack with swords, there are plenty of games that will shove you into the action and never stop shoving you into action. For a magical medievel-ish genre, check out Nosgoth, its a pretty cool game based on the Soul Reaver and Legacy of Kain series.

I can safely say the vast majority of people I've seen in-game and when the opportunity presents itself don't read the books. Just too much happening around you most of the times and it gets a bit wearing even killing the same group of enemies just because they've respawned and you need to pass them again. I suspect a lot of people don't even fully take in the conversations they're having with the quest givers. I know i rush through the dialogue and most other questers I've stumbled upon spend as much time listening to them as I do.

Whilst the books are 'kinda' on par, for some reason I find the interaction with the quest giving npcs both shallow and mundane compared to the proper TES games. The dialogue just seems gutted out. Even the interactions you have with the Daedric Princes is a complete let down. For example, take the Hermaeus Mora quest and compare that to the quest we got in vanilla Skyrim. There's zero depth to it at all. And you could argue Skyrim isn't exactly blessed with great depth in that particular area too.
