Builds are really only needed for min maxing output, but as long as your stats and spells match what you want to do, then you'll be fine.

The Build defines the character, and your playstyle is enhanced by your build+gear+ability bar setup.

It is if you want to use your character for any group content or for PvPing. You'll find that type of content really difficult if your character is not built for any specific purpose. Howver, if you're qujesting, don't worry to much about it. Focus on skills and such.

To play PvP and group PvE content effectively, yes. Do you have to have the latest build that you'll find on YouTube? No.

Did you pick a class blindfolded? Did you slot the first five skills you unlocked and made little to no changes in that rotation? Do you put on whatever gear you find, without regard to its characteristics?

If you answered no to these three questions, then your character already has a "build". It's hard to get away from having one. Think of it almost like your character's personality. It will become more refined over time, as you look to improve your effective ness, become more familiar with mechanics, and as your playstyle becomes second nature to you.

Maybe the question you are asking, is do you need to follow one of the cookie cutter builds you see in videos? Your mileage may vary trying to copy someone else build. Oh, for sure it's great to get ideas, but many of those "builds" focus on pure math without regard to various real game situations or they are refined to that player's playstyle. Get ideas, definitely build towards a "build", but primarily focus on developing your playstyle. The rest will follow.

As long as you are killing the mobs before they kill you, then your build is good. If your having fun killing the mobs, then your Build is good. If your dieing all the time, then maybe you need to tweak something, gear or skills being the first things to look at.

If your chasing Trial leader board times, or certain Vet Dungeon Achievements or most PvP, then a more focused build is recommended.

Personally, I go for an efficient build in that I kill the mobs before I run out of resources or ability to manage resources. Boss fights are the most problematic for resource management, but playstyle has a lot to do with that. For example, weaving light and heavy attacks in between skills helps preserve resources while maintaining damage/healing output. Also, blocking, dodging, avoiding attacks is another way as you are not typically using skills while avoiding attacks, but you are using up Stamina (I am speaking from the standpoint of a Caster here)
Enjoy the game, life is what you really want to be worried about.

Gary Gravestink "I am glad you died, I needed the help"
