They have already made them incredibly easy to get. As a mediocre PvP'er I can get vigor in about an hour running solo.
Group up or try a different campaign if BWB is owned by another faction.

It took me more than a couple of days to get to Rank 5 for vigor. So, what am I missing here? Please share.

go to a delve in cyrodill kill a boss which gives you +20% AP bonus for a hour

this is actually happening in One Tamriel update, so why not give more "non-PvP" ways to get the skills?
or in actual fact make it so the skills are only usable in PvP zones, then PvE-ers will never want/need them

You would be seriously crippling a lot of good builds with that crap. Stamina DPS pretty much NEED Vigor and Caltrops is a great skill to have. Rapid Maneuver is also nice for getting around. War Horn is used by many Tanks and Barrier is a great support Ultimate too.
The Assault and Support skill lines level quite quickly. At Alliance Rank 9 you reach Assault and Support 7, which basically unlocks every active ability. Seriously, if it gets any easier than it is you may as well just start at max Assault and Support the moment you enter Cyrodiil...

but you chose to conveniently overlook my other point that in One Tamriel you will be able to level up your Undaunted so much quicker than you right now....so why not be willing to compromise in letting non-PvPers obtain Alliance War skills more quickly

OK, so Khajiit has some tips for the walker. Enter a campaign which is hotly contested, if xBox EU it's Scourge etc..
Walkers on your server can tell you.
Then go in to text chat and type lfg when in the gate in this campaign. Another humble walker may then throw out an invite.
Lastly, ensure you're with the group. You're much more likely to survive when with the group, and thus earn AP. It's the Wildebeest that strays from the safety of the group which is targeted by the lions.
Humble Khajiit hopes that this helps you to get the AP you need on the character, and may your road lead you to warm sands.
You also get AP doing the quests in the towns in Cyrodiil - Like Vlastrus/Cropsford etc - not on every quest though. I saw one of my level 20 alts get 400+ AP in addition to the EXP Points.
But Grouping and staying with the group is by far the best way to get AP. Staying with the group is important.
Scan and visit each Keep your alliance owns gives opportunities to gain AP by repairing keeps when they upgrade - I know of a few characters who only gain AP this way. Sometimes 6000+ AP if you can monitor the keep and are the sole repairer in that keep.
The PvP Skill line is way too easy now - used to be very hard to make your way up through the levels, so you had a sense of achievement when you did finally get Vigor or Caltropes.
