Morning,
Today's suggestion is "add a global cooldown to any item procs, to about 1 second". Currently we have several sets like viper, veldreth, and widowmaker that are giving high burst in PVP and PVE situations. While I feel these sets need more balancing (reduce damage, restructured effects, etc) I think it highlights an issue ANY set is going to face the more we add to ESO, with sets prcing and setting off other procs for high burst. You could apply this to the master sword, duneripper, and knights errant next patch; storm knight & malabeth; or magnus and warlock, the multiple procs occurring all at once are getting out of hand in the way some of them burst.
Adding a GCD should make these a bit more reasonable and usable in PVE, where you can still proc one set while others are on cooldown. In PVP it should give folks a chance to react, though they can still use these sets to make powerful hits, but they'll have to hit multiple times.
There will need to be some other changes and choices to be make though:
- Each set should be given a bit of a cooldown, for one, regardless if it's an offensive or defensive proc (spell power cure for example).
- The RNG sets may need to be tweaked with higher values.
- determine if offensive procs and defensive procs should have their own GCD or if it should be seperate.
- some DPS checks may need to be adjusted, since some global DPS may lower
- certain sets sharing GCD may need to be put off.
- determine if GCD is affected by pvp battlespirit.
- Finally there will have to be a priority list of when a proc goes off, possibly by highest damage, amount healed, or damage shield.
This will not be a minor change, but I think for the health of PVP and to aid in the future of PVE DPS checks, this will help level the playing field a bit.
