Are pvp sets dropping in cyrodiil delves?

I might have read the patch notes wrong, but are pvp sets dropping in Cyrodiil or just at the vendor like it is currently? My breton has been wanting to buy alteration mastery impenetrable gloves, boots, belt or breeches, but haven't found any in guild stores for weeks and don't have enough ap to waste on rng from vendor.

On my way back from Vlastarus (in PTS) I passed the delve Haynote Cave, where I checked out what the bosses would give:
two times an armor piece of Light of Cyrodiil.
