I fixed this by running "repair" on my PTS files from the launcher.
I got something about unable to decompress patch manifest or something along those lines. It said to repair or restart the launcher. I restarted the launcher and it appears that it started completely over from 0%. I was just now sitting here watching it while reading the forums and out of nowhere, it looks like it may have started over at 0% AGAIN! It's 2016; patching should not be this difficult! I've also got it set to unlimited, but it only appears to be utilizing about 10-15% of my bandwidth.
