We have been able to get impenetrable from the dungeons on dungeon loot. We haven't found any impenetrable helmets from the last boss yet though which might just be RNG so far.
This is a huge step forward for itemization for PvP'ers as we are no longer bound to crafted sets and PvP relegated sets. This is easily my favorite part of the patch as the ability to theory craft all new builds is amazing.

Still requires pvpers to grind pve to get something they want for their pvp gameplay. Not right imo.
