Can't Pickup Alchemy or Enchanting Writs After 2.5.8

My character can no longer pickup alchemy or enchanting writs after 2.5.8. I will say that I was able to grab these writs once from an enemy territory after the patch. I found this odd as you couldn't before, but simply thought it was preparation for how it would work in One Tamriel. Since then, I can no longer find these writs in any location. My character is EP.
