If it wasn't for the fact leveling wasn't so easy, I would've not been able to play. Weaving is impossible and trying to rapidly change skill bars is a no go. The issues we talk about seem to stem from the same thing and yet I've seen very little regarding this possibly huge issue.4790k/gtx1080, 120+mbs down 60+up, ISP working fine with the division, starcraft, and diablo 3. i test it daily before i play, and sometimes during. no issues whatsoever with ping, latency, or dc. log into eso and go from 90 ping to 499+ red about every 10-15 seconds in PVE. it renders the game virtually unplayable for the most part, and for a already hard to play pvp it makes it impossible. in PVE i get lagged or simply no bar swaps, skills that just outright will not fire, or everything around me freezes for a few seconds (but i can still move around) before catching up (usually resulting in death).

This describes my problem 100%. I got in touch with the highest levels of ESO support and after looking at my game consultant they couldn't even tell me anything. I'm still seeing if I can get anything out of them but it's not looking promising.
After every server maintenance I'm hoping the problem fixes but the fact that they didn't have one this week means we have to wait another full week just at the possibility of this horrible lag being fixed.
Okay - so apparently I'm not alone -
Ever since I subbed all of this has been happening - I've contacted ZOS 4 times - 4 tickets and asked for help. They told me to change my Ports just like someone mentioned above - lagging is horrible and now crashing too.
I am at my wits end and I think that the sub was a mistake.
If something doesn't change soon - I'll be leaving the game for good

WinMTR v0.92 GPL V2 by Appnor MSP - Fully Managed Hosting & Cloud Provider
As you can see from my WinMTR stats, the packet loss is occuring in the intermediate hops before it reaches the ESO servers. Not sure if ZOS will even be able to deal with this. I might just have to find a new game.
Imo this connection is really low for mmo, and second - did you just compare playing eso with skype? My connection is 1,4Mb/s, no problems with skype
