To answer the OP question, it was commonly thought that helms only drop in vet, but there are a lot of accounts that contradict that. It might be that they only drop in normal at lower levels, but until the devs confirm, there is no way to know if it is intended.
Forums do have an ignore button,I use it extensively.2 -

Have an agree, glad I'm not the only one that has noticed. Rare an individual sticks out like he/she does.
And I don't think level has anything to do with it. My buddy that got the CoS helm got it at CP160. I suppose we ought to ask aboot it.
