You can already do that. Sort of.
In our guild, members come in at L1, what ever that is named. Then, if we want to Silence them because they cuss up guild chat or are other wise annoying other guild mates, we "promote" them to the next rank that has less privileges, like no Chat. What is weird is if we want to promote someone, then we move them to the 2nd rank, which is a demotion, then move them to the third, or whatever is appropriate to give them the promotion.
I agree it's kind of backwards to do this. But not all guilds might want to demote problem members, instead just show them the door. So, this way people can set up the ranks the way that they want.
Would it be nice if we could start a member at say L2, leaving L1 for putting them on probation? Yes.

This can be easily set up by a guild if that bothers someone.
Simply make the lowest level muted/penalized.
Anyone that has the invite right should also have the promote right.
Then whenever someone gets invited, he should promote that new member right after that.

Which can easily lead to problems to be honest. Many guilds prefer to have most of their members able to recruit, while only a few able to fiddle with ranks depending on trust levels.

@Dubhliam That doesn't work very good if the person you are inviting isn't online to accept. Then when they do accept... they can't do anything, because the "inviter" may no longer be online.
