✭✭✭✭✭You can basically choose what alliance you like, you will still be able to play with everyone on the same server when One Tamriel will be live. I am biased so I would say AD, but I highly recommend you to check which races play in which alliance and read a little bit about their stories and just join the one that you feel most confortable fighting for haha0 -

You will only need to be EU though when Tamriel is one. Then it only matters what alliance you are in if you prefer killing each other rather than the simpler pleasures of drinking and the fishing yes.

As far as what alliance it really only matters in PvP since you can cross faction group in PvE.
Still learning the ropes in PvP with 1 EP char in Azura and 1 AD char in BWB. I have fun with both.

If you care about PvP:
AD for zergs.
EP for Underdogs (nice people there).
DC for solo 1vX/small scale stuff.
