Yes, I tested it also, and confirm it does reduce dodge costs.
I am currently using it on my mag tank, and it works well, although I have some issues with it:I would very much like to see it changed to at least include the block cost reduction in it, although the tooltip leads us to believe sneak and sprint costs would also be reduced.
- It does not reduce the block cost
- The jewelry only comes in Arcane
- Non jewelry parts are really hard to obtain in desired traits
It figures @Wrobel would leave out block cost from the reduction, he has shown no love for tanks so far.

It got buffed for PvP, PvE tanks have no use from the Wrath passive.
We lost Bracing, and got shoehorned into using double sword and board while tanking PvE content.
There are whole sets that don't come in sturdy, including one of the best tanking sets: Black Rose.
I can't wait for PTS to see if they finally changed that.
Not to mention all the dungeon bosses where the tank role is obsolete (Planar Inhibitor in WGT, Engine Guardian in Darkshade etc.)
What I am trying to say is that the block cost reduction from Alteration is more likely left out on purpose, rather than by mistake.
