Why do max level surveys not give top tier materials?

As the title says, why don't max level surveys give top tier materials? This was even said on the PTS forums that it was going to be a change made because of the changes to writ requirements.

I really hope this gets changed soon, I'm refusing to do any writs at all until this change comes in so the surveys can cover the cost of materials used.

I arrived at a survey location today to find nothing there at all.

I hope the crafting issues get fixed in tomorrow's patch. Not sure why but I get a lot of enjoyment out of crafting in this game. I have faith that ZOS will fix these issues, but I hope it's not too far down the priority list.

I've had this happen to me.

I ran away from the location and re-logged to get it to work.
