When you can get 25% block cost reduction from the champion system, anything else you stack on top of that looks potentially OP even though it isn't by itself. Getting 25% extra damage AND 25% AND regen AND 25% mitigation (without ANY of the trade-offs you have to deal with when slotting gear), that's what's really OP and slowly destroying gear and skill diversity because ZOS keeps nerfing skills and gear instead of addressing the root of the problem.
Here are some more examples:
Healer Set: Now grants major mending so it doesn't stack with other sources of MM (in addition to the 20% healing given you can get from Champion system)
Morag Tong Set: Extra Poison damage reduced from 15% to 10% because you can get 25% extra poison damage from CP with zero effort.
Dreugh King Slayer. Used to give extra damage. Now just permanent damage buff that you can get from a half dozen other skills.
Dodge Rolling: Was never an issue before CP could give you 25% reduction to roll and plenty of points left over for unlimited regen.
When you remove softcaps and give people 25% boosts to damage, regen and mitigation without any sacrifices, the controls have to go somewhere. So ZOS continually nerfs gear and skills (AKA the fun things in game) to account for their ridiculous power creep issue due to poor controls on attributes (AKA the boring things in game).
There is your answer and the real reason why all your favorite sets are getting nerfed. Just another casualty of the failed and terrible champion system.

Yes, whatever they threw up on the star chart, expect to be made less powerful from item sets. Can't wait till they give crafted sets another nerf. I'm sure that will be when we finally get jewel crafting
