Missing Third Anniversary Forum Badge

This is a minor thing in my opinion, but I'm wondering why some people who started this game when I did have a third anniversary badge and others don't.
I joined the forums in July 2013 and today is August 1st and I still haven't received my 3rd anniversary badge. I've seen some people who started beta testing this game around when I started still haven't received theirs. For instance, @Elloa appears to be missing hers as well.
I wonder if a human being has to manually hand them out or is the badge system being abandoned or revamped now?
( Can you tell I'm bored, waiting for the DLC maintenance to finish?
